Bylaws concerning the election of councilors
Article 1. Councilors shall serve for two years and may be re-elected.
Article 2. Candidates for councilors shall be screened and elected by the councilor selection committee (selection committee) in compliance with these bylaws unless stated otherwise in the articles of the society.
Article 3. Those who want to undergo a screening for councilor (councilor candidate) shall have satisfied all conditions in Article 12 of the bylaws before December 1 of the previous year of screening.
Article 4. The number of councilors shall be 300 or less. After the election of councilors, vacant positions shall not be filled.
Article 5. One councilor shall be appointed for one (certified) institute. However, institutes that have more than ten regular members may have multiple councilors (an additional councilor per about ten regular members).
Article 6. The selection committee shall consist of the following councilor selection committee members (selection committee members):
- 1) Chairman and two directors of the board (including the chair of the selection committee)
- 2) Committee members as councilors
- 3) Selection committee members shall be selected at the board meeting one year before screening and delegated by the board chairman.
- 4) Selection committee members shall serve three years and may be re-elected. Selection committee member certificates shall be renewed every six months.
- 5) A selection committee member vacancy shall be filled promptly.
Article 7. Selection meetings shall be held as follows:
- 1) The board chairman shall convene a selection meeting.
- 2) The presence of two thirds of the selection committee members shall be required for proceedings and resolutions at the selection meeting. Committee members shall not be deemed to be in attendance if submitting their intentions in written form in advance.
- 3) Resolutions shall be passed by a majority of members present. In the case of a tied vote, the chair of the committee shall have the casting vote.
- 4) Minutes of selection committee meetings shall be created by the chair of the committee, signed by the chair and two attendees to meetings, and stored in the committee office.
- 5) Proceedings of selection committee meetings shall not be published.
Article 8. The selection committee shall report the screening results to the board chairman. The board chairman shall immediately notify councilor candidates of the results with board meeting approval.
Article 9. Those who wish to be re-elected as councilors shall also be subject to the screening procedures above.
Article 10. The board chairman shall publicize the following information in the journal of the society before the end of October one year before the election:
- 1) The closing date of application form submission for screening to be submitted by councilor candidates
- 2) Closing date of the acceptance of application
Article 11. Councilor candidates shall submit to the selection committee an application form defined separately by the closing date.
Article 12. A councilor candidate shall be:
- 1) A leader in intensive care medicine
- 2) A medical specialist in this society at the time of the application for screening
- 3) A medical expert who has been involved in basic or clinical medicine for over ten years at the time of the application for screening
- 4) Engaged in intensive care at institutes certified by the society
- 5) Under 65 years old at the time of the application for screening
- 6) A person who has been absent from the general assembly of employees for three consecutive years without reasonable cause will lose his/her right to apply for screening.
Article 13. Any questions regarding the selection of councilors shall be resolved through discussions and resolutions of the board meeting.
Additional Clause: These bylaws will become effective from the date of the establishment of the Japanese Society of Intensive Care Medicine. This revision will take effect on May 16, 2006.
(Transitional measure) Those who are councilors at the time of the establishment of the Japanese Society of Intensive Care Medicine shall serve until the final day of the 35th academic conference of the society.
